Does rotating reduce quality?

No. Pages are not re-rendered, the rotation flag on each page is changed.

What do I get when I pay?

How does my browser remember I paid?
After checkout you land on a page that checks the payment with Stripe and sets a signed cookie. If you clear cookies, open the confirmation link from your receipt again.
